I presume those are sync settings that you see within your email application? Which app is it?
(Related: I'm going to move this thread into the Android Applications forum so our app junkies can help out.)
In general, those settings will let you choose a different update frequency based upon a particular schedule. For instance, you may want your email to update every five minutes during the work day, but can survive with hourly updates at night and on weekends.
