emails to non-members clarity (G+)

I'm a bit confused so maybe someone knows the answer. I added non-members to my circles. When I share, I get the option to select or unselect emails to non-members. It remembers the last choice.

Dont see this option in the application though (when I share an image for example). Does anyone know if it still uses that choice?

When I add peopel to circles, does it inform non-members? I added my fiance with a non gmail account and she said she got nothing.

Just a bit confused as to exactly what does and does not get emailed to non-members. If I share, they get an invite, but not when you add to a circle? Unless perhaps they are gmail?
 
I don't think anyone gets informed if you add them to a Circle unless they've already joined G+. When you share something with their Circle they'll get it via email along with an invitation to join.

Any idea if the app remembers your default when deselecting email non-members (when sharing) that was set via desktop?
 
I actually thought of this same thing the other day. I'm not sure either. But if I had to venture a guess, I'd say that it's set to send emails, knowing that Google wants people to join.
