Not sure if you needed just the apk or the odex so i uploaded both:

Apk: CMAS_MPCS.apk
Odex: CMAS_MPCS.odex

Thank you I needed the odex too. But when I put both files in /system/app , it never shows up in the app drawer. How do I fix this.

Did you restart your phone?
Be sure to set the right permissions rw-r--r-- . Also if you are NOT using the stock launcher see if they are hidden from the app drawer in your launcher settings.
