How do I delete a andpassed emergency flood warning alert

I searched for andpassed app in the PlayStore, couldn't find it anywhere. Is this an IPhone app?

Most apps when opened will have a menu that is accessed using the menu button.
If clearing the pulldown doesn't do anything then try the apps menu options.

I think the warning was an emergency wireless alert, yes?

I have never received one (and I am glad) but it seems they would be removed the same way you remove a regular text.

Or try long pressing the message and see what happens.
