What happens if you start it manually via the SDK Manager?

but i tried from the sdk manager but it is not opening.
than ia tried to run the emulator from the console command prompt while going into to tools directory and giving the command. >emualtor -avd my_and2.2
my_and2.2 is the AVD name which iam using as a new virtual devise created.
so, while running emulator.exe from the console
iam getting the error as follows;
emulator.exe- Entry point not found
The procedure entry point freeaddrinfo could not be located in the dynamic link library ws2_32.dll
i searched on the google also but i could'nt find the solution
iam using the following s/w:
os: windows xp 64 bit professional edition
java platform: eclipse classic
jdk6.0
android sdk for r11
android pugin 11
i have installed all the things on another machine also but the same error iam getting.
because the emulator should run either from avd manager or from the console.
i also know that it take around 2 -10 minutes depending upon he hardware iam uses.
it is the small helloandoid programme, that iam running as dummy user.
please provide the solution ..

i couldfind the solution for this.
now iam trying for retrieving the data on the server machine receivedfrom the sms- messagebody.
how do i start.
according to me
1. whether i have to install apache srver.
2. whether i need a webpage for having the receiving code.
3.since iam eclipse java i need to use java only at the receiving a end
4.once i receive the data i can furher add to it.
so, please , it is requested guide me inthis regard. sice iam using java it is beeter for me to have java code.

data is sent from the android mobile and it has to be sent to the central sever at the office. and differentiate the data and store it in database.
my task is to retrieve that data at he server end.
