Enabling the developer mode

Hi,
My cellphone specs are as follows:
Samsung Galaxy Prevail LTE.
Android version:4.4.4

AFAIK, to be a developer in Android 4.2 or newer: Choose "Settings" > "About Phone" > Tap "Build number" for several times until getting a note "You are under developer mode" > Back to "Settings" > Click "Developer options" > Check "USB debugging'.

Once I tried tapping on "Build number" for several times until getting a note "You are under developer mode", then I saw the 'developer mode' got shown permanently in the settings, and whenever tapping on 'Build number', I saw 'no need, you're already a developer'.

I was expecting that action would only be enabled/shown for a session, and when that session got expired, then I would need to retap on "Build number" for several times until getting a note "You are under developer mode" If I need to be a developer.

In each tap on "Build number", I was seeing 'you're now X steps away from being a developer' until I saw "You are under developer mode"/ 'developer mode has been turned on', where 'X' is the times I must have tabbed to get a developer'
However, once I got a developer, then whenever tabbing on "Build number", I was seeing 'no need, you're already a developer'.

Yes, once you unlock the hidden developer options, it stays that way. As far as I know the only way to get rid of it is to clear data on your settings app, which will also clear your other settings.
