Help Ensuring I Use the Least Data Possible

I'm curious about two ways of doing this:

1) Manually - how do I make sure the Galaxy Victory is using only Wifi and not Data. Say I'm at home and I want to make sure that if my Wifi drops out for a second or I step just out of range of my Wifi that my phone doesn't switch over to data

2) The best apps out there for saying (maybe with GPS?) "this is my house, this is my cofffee shop, etc and I expect Wifi to be there. Do not switch on data while I'm here."
 
1) Turn 3G/4G off.

2) The computer between your ears is about the best app I've found for that. Turn data off if you're in range of wifi. It's going to be centuries before they come up with an app that works as well as the least capable human brain.

Yeah, the more I've thought about it, the more the manual way seemed the best, however, I was curious if there was something out there. I wouldn't be a techie if I didn't. q:o)

Don't have the phone right in front of me right now, but is it literally named 3G/4G? Or does it have another name on the Victory? I ask because I thought I remembered looking for it when I first got the phone and not being able to find it.

You can use tasker for that

You have UNLIMITED TXT/DATA. Why on earth would you NOT want to use it??? I'm baffled, confused even... :confused:
