However you're doing it (using a web browser?), you're not authorized to go to that URL. (Nothing personal, it usually means that the URL is only supposed to be accessed by another page at the site, not by users.) It means that someone screwed up in writing the site.
If you're using Play Store to install an app, Google messed up. It's unusual, but they're human too. Same with the Amazon store. Unusual but possible.
