Error 919

I am trying to install an app on my S3, but no matter what I try (all of the internet connection advice, deleting data, restarting, turning off), I CANNOT DOWNLOAD THE APP WITHOUT "error downloading ________ due to: error 919." This is VERY ANNOYING. I cannot install ANY app. Can someone give me a clear cut answer which will fix this? This shouldn't be happening.
 
Settings/Application manager.

Go to Google Play services. Clear cache. Clear data. Back out.

Go to Google Play Store. Clear cache. Clear data.

That should fix it.
