It's a strange problem, probably caused by a few things.
If you're using a VPN, turn it off.
If you're using Market Helper, turn it off.
Delete your Google account in your phone, reboot and add a new account, adding the old account information. This may help, it may help for a few days or it may not help. For a definitive answer, Google is going to have to figure out what's causing the error.
