Help Error Downloading App (error 941)

I'm trying to download the pay version of Orange Diary and whenever I purchase it, it won't download. I've refunded it twice so far.

It's giving me error 941.

I have already gone into application manager and cleared the cache and data, tried purchasing it again, but still got the same error.

Any ideas?

I contacted Google directly and got a refund, since the program clearly won't download. He had no information on the reason why or how to fix it. So, he told me to contact the developer instead and let him know what's going on and to check if it's a problem with his .apk file or with his paypal.

Disappointed, but hopefully it'll get fixed in the near future.

Just wanted to update this, all is fixed now but this was not a developer issue but rather a google play issue. This was experienced today by various people trying to download various apps.
