Error: Unfortunately The Process Android.Process.Acore Has Stopped

I tried to run an old Amazon's Prime Video app on an old version of Android, and immediately I started to receive the error "Unfortunately The Process Android.Process.Acore Has Stopped Error". I suspected a bad app so I uninstalled it and rebooted. The error now persists.

How can I clear this?

Note that "Safe Mode" stops the error. That would suggest that this is an application related problem? Maybe the Amazon Prime Video app had a virus in it?

After rebooting from Safe Mode the error stops. What does that tell us?
