EVO V hotspot questions

I'm planning to upgrade from my trusty LG Optimus V to the EVO V 4G. I have a couple questions about using it as a wifi hotspot:

1) With my Optimus V, I'm able to enable hotspot capability without rooting, by using the "Quick Settings" app. Granted, I very rarely use it because it's so slow, but it's been nice to have the capability in a pinch. But it sounds as though this "Quick Settings" method won't work with the EVO 4G. Can someone confirm this?

2) I know Virgin Mobile charges an additional $15/month for their official hotspot capability. Can this charge be easily stopped/restarted? I wouldn't want to pay every month for this capability, but I could see wanting to have the capability for the occasional long road trip.

1) correct, that method will not work.
2) you can easily add or remove the hotspot via VM website.

When you go to the VM website to enable the hotspot it gives two choices: make the change permanent, where you are charged $15 extra every month, or to merely add it for your current month of service.

Why dont you just root it and not spend the extra 15 a month for a feature that the phone company disabled on purpose..
