External 16gb memory

My new Razr came with a 16gb memory card, as everyones has. I have nothing on it and yet it still only shows 8gb space available....what gives??

Anyone else have that issue?
 
When I hook up my phone to my pc it shows 16gb....It's the Mini Info widget that shows 8gb....It's an app thing, not a phone issue...No worries....
 
I see two drives in explorer, the system with about 8 free and the sd card with about 15 free. Both with the "MOT (drive letter)" drive name.
 
Technically there are 2 SD cards, one built-in and one external (micro SD card). If you use the app "Files" (built in), the SD cards are listed as Internal Phone Storage and SD Card. If you use a 3rd app (such as Ghost Commander), they are listed as /sdcard and /sdcard-ext. The internal SD card has 8GB free (out of 16GB) and the external SD card should have 16GB (less if you have stored any photos, music, etc. on it.

The internal 16gb is as follows:

16gb - 1.5gb for format parameters = 14.5gb
14.5gb - 2.5gb for app storage = 12gb
12gb - 3.0gb Weptop allocation = 9gb
9gb - 1gb OS, stock apps and operational allocation = 8gb

This is general, but shows where it all went.
