The easiest ay would be to attach NAS (network attached storage) to your router. Then the drive becomes part of the network and many apps can access that.
Or you can find an OTG adapter (assuming the Note 8 does OTG - you can find free apps on the Play store that will tell you) that has external power feed to the USB side, a USB deive, a power pack for it and connect all that up.
I prefer a drive sitting on a shelf by my router, connected to the router, so it's available all over the house, yard, patio, garage, etc. (If your router doesn't have a USB NAS jack, there are adapters you can use to add one. The drive will still be just a plain old external USB drive [or an internal drive in an adapter box].)
