Hello and welcome aboard. If this problem persists even after uninstalling most apps, then it might be possible that an app has corrupt the system. You would most likely have to "reset" the device to clear out all the corruption in the system for things to start working properly.
However, before doing so, uninstall all the apps that you don't use, then remove and reinsert the battery. See if that fixes the problem.
