Facebook Photos tagging question

I have noticed when in my FB app, and I am viewing a photo with say 3 people on, all their names are displayed showing they were tagged. 99% of the time their names of over their face, so I can't see the picture. I went in an turned off the photo tag option but it still shows it the names. It's rather annyoing! Is there any way to fix that? Is there a setting I am not seeing?
 
If you use the FB app or view using mobile web the process is the same. When viewing the picture, "tap" the picture to view the tags (turn them on), tap a second time to NOT view the tags (turn them off).
