Assuming you have WiFi turned on and connected or a network connection and data enabled (Settings .. More .. Mobile Networks ensure Data enabled is ticked), just open the browser.
If you can't find the browser, you can get Chrome (or Firefox or whatever your preference) from the Play Store.
