Faster app start up

Is it an app that will increase the startup speed time of an app during phone restart? Specifically is for Skype. It makes 4 minutes to auto login. Also is it an app that i can set the startup priority of the apps?
 
Without root, I don't believe there is anything you can do to impact startup speed or loading priority. However, you can do the next best thing by disabling (or "Turn off" as it is referred to since Android 4.3) unused apps that load at system boot. You can do this from Settings > Manage apps.

I did but the apps still getting themselves enabled for system boot again.
How do i disable em for good?
