FCC ruling now requires data roaming

The FCC recently had a ruling where carriers must allow data roaming for customers. FCC mandates wireless data roaming | Reuters

VZW and AT&T have been butting heads on this with LTE. They had tried unsuccessfully to come up with an agreement and to the user if you had a 4G phone and there was not coverage by your carrier but another there was you wouldn't have access. Thanks to this new ruling you will have access. Looks like the two largest US carriers were against this ruling while Sprint and many smaller carrier lobbied for it. With 4G coming into its own and both VZW and AT&T set on LTE with rumors of Sprint possibly exploring LTE as a possibility could this be the end of seeing the "We have the best network" marketing?

Is that ruling for 4g? I read an article on engadget, and it sounded like that was for 3g only. Also, I didnt see anything about data speeds, so the carriers could likely just throttle your speeds if you are roaming on their network.

From everything I have read it is any data network the phone has access to. It also sounds like the carrier can pass the roaming charge onto the user.
