Apps Fear of getting banned

Hello,
I've developed a Cityguide App which gets all the information through the Google Places API, like "Where is the nearest Restaurant".
The App is just for one City but I would like to expand. All I have to do is changing one string - the cityname - and the App is ready for that city.

My question: If I do this for many cities, is that considered as spamming by Google? The only thing that changes is the launcher icon and a single string in strings.xml.

By banned, I guess you mean from the Play store by Google?

Not sure if you'd get banned... you could always change the app, so that you could choose the city/have the device detect it's location and choose automatically. You wouldn't need to have a different icon for that (although I'm not sure how easy that would be - don't have any experience writing apps myself)!

Is there a reason you don't allow the user to select a different city from within the app? I suppose if you are trying to sell each city, you could make the framework app free and do IAP for access to the cities the user wants.

I don't allow to change the cityname because I want to get attention through the city name. This way I can name my apps "myBarcelona" for example.
 
I would guess that folks with live wallpapers in play would be treated the same as you having multiple apps that are essentially the same with only minor differences under the hood.
 
Not to poo-poo your app, but isn't this functionality already offered by Google's own apps (thinking of things like Google Maps/Google Now)?

Your app does look very good and, as Unforgiven says above, you would probably fall in to the same category as a themer. Is there any way to contact Google and ask them?
