Help Few problems with Droid 2

I got this Droid 2 from e bay the phone does turn on battery is very low,i also had to get a charger got the oem one. The touch screen does not work at all this person had somebody try to fix it. The phone does boot up and main screen comes on,there is no sd card that came with this phone,when i plug the charger into the phone the white M comes on but does not go any further. I would like to know if i do a factory reset would that fix the problem,it is not on any network yet. It would have to be reset with keyboard,also right now the camara button don"t work waiting for tools to come to take it apart. right now the touch screen is not hooked up at all,i can just take it off phone. Any help at all would be helpful thanks.
