Files not removed after factory reset

I purchased a used Galaxy S II today. The guy I bought it from said that he had completed a factory reset. When I got it home, I discovered that the phone still has all of the original owner's pictures and files. I went through and deleted all the pictures and quite a few files, but then just decided to do a factory reset myself. After the reset, all of the pictures and files are back on the phone! How do I completely wipe this phone?

What you want to do is perform a factory reset and reformat the storage, that should effectively remove all old user data.
