Files visible on PC

I have Android 6.0.1 and have turned on encryption. When I plug my phone into my PC with a USB cable all my files are readable and modifiable even though I have not logged into the phone. Is this how it should be?
 
The phone is set to Sleep after 30 seconds and automatically lock 5 seconds after sleep. It is password protected (screen lock set to "password"). So after it Sleeps and Locks (or I press the power button to lock it) it is on the blank screen where I have to swipe up to get the keyboard and enter a password to access the phone.
 
If you go into USB options (should be in the notification bar when you're plugged in) set it to charge only. That way when you plug in the phone you'll have to unlock it to enable MTP mode and read your files.
 
Thanks. That's a good idea. I suspect that the real problem is the that the phone isn't really encrypted even though it says it is, but your idea will at least improve the security.
