First time posting and one hell of a problem

Hi all! First time posting here and needing quite a lot of help. I recently put an order in for a Nexus 4 but today I recieved an e-mail from Google. It is:

Thank you for using Google Wallet. In an ongoing effort to provide a safe purchasing environment, Google reviews orders on a regular basis.

It appears that you have created multiple accounts in order to take advantage of our current promotion. However, creating accounts in this manner is not allowed under the terms of this promotion. As a result, we have suspended your account and its associated transactions. You may continue to make purchases with your original Google Wallet account at this time.

The promotion terms were developed to ensure a positive user experience for everyone. If your account use continues not to comply with these terms, you may not be eligible to make purchases through Google Wallet in the future.
I don't even know where to begin with this. First off, I don't have any multiple Google Wallet accounts. Second, I didn't even know there was a promotion on. I've tried to contact Google but to no avail. I also haven't even got my money back yet. Any idea what I should do next?

Welcome, KnockerDolt.

I presume you've worked over this site (and clicked "show more" and followed a link or three ;)):

How bizarre, the only thing I can think of is that with each email address for Gmail you are also automatically given a Google wallet account and you may have many Gmail accounts and hence many wallet accounts? But unless you've used these multiple Gmail accounts to purchase multiple tablets I can't see what their issue is.

Hi, just wondering if you got this issue resolved because i just ordered a nexus 4 too and i got the same email with a 2nd email cancelling my order. The money has been taken out of my account and has also not gone back. I called google yesterday and they wasn't very helpful at all, she said there must be a problem with my card not matching my address to my bank but they money has already been taken out of my account so i find that very hard to believe, she just recommended I tried again at making an order.
I only have 1 gmail account and this is the first time i have registered my bank card to my Gmail account so i dont understand how i made multiple accounts.

How odd. I 've has two gmail accounts for the last four years, and never has any problem buying my N7 Tablet from the Play store a few months ago.

Is there any possibility that someone else with the same name as you has tried to buy a Nexus at around the same time? Either that or identity theft? try googling your name and see if anything you don't recognize comes up. do the same with Bing and DuckDuckGo as the search results can be quite different from Google's
