My theory is, that Verizon and/or HTC have an agreement, officially or unofficially of not offering a flagship device when Samsung has one at the same time. I say this, because since the Thunderbolt, there hasn't been a flagship device to speak of on Verizon.
It seems that Apple and Samsung now get to be the main competitors. Motorola gets some flagship devices, but only in the "Droid" or "Razr" series, until the "X phone" comes out. Their stuff gets delayed too, look at the Bionic for example! It seems that whether it's HTC or Verizon, or both that cause this to happen, they simply won't do this anymore. The Incredible 4G was delayed, then quickly overshadowed by the SGS3. The DNA came out, without SD support, and I heard a Verizon employee talk it down and the S3 up like he's paid by Samsung!
This is ridiculous. I know it's way up on the executive level when it comes to all this but since we don't get the One, and who knows what else, it seems unlikely to see any flagship of HTC on Verizon without serious changes happening.
Thoughts?
