That Flash 11.1 plugin is really, really dated and as a security issue even worse. Just note that by intentionally trying to add it to your phone you're intentionally trying to make it more vulnerable to dozens of online exploits. Even current versions of Adobe's Flash that are available for computer operating systems are now tagged as being necessary only if you actually need to view Flash content. Otherwise, Adobe Flash is just security honeypot, increasing the risk of whatever its installed on. At this point, even Adobe is in the process of halting support for Flash and suggesting web developers and users think forward to HTML5 solutions and their new new Animate.

As for Dolphin, it uses an integral plugin version that's newer than that 11.1 apk, but still very out-of-date. Puffin relies on a server-based version of Flash that they update on their end so its Flash is more recent than the Dolphin implementation but it's also out-of-date (Puffin's site currently states they're using v18.0 but the current version from Adobe is v20.x). In any case I think Puffin's server-based solution is a better option -- without Flash actually residing on your phone, it won't be using up the same amount of battery resources while excluding a potential security hole.

Might be worth contacting the website(s) concerned, ask them to stop using proprietary Adobe only technology, and switch to HTML5 instead. Adobe now only supports and updates their Flash product on desktop Windows and Mac OS X, not mobile OSs such as Android.
FYI many well known and reputable sites, like YouTube no longer use Flash these days.

CVE (Common Vulnerabilities and Exploits) is one of the primary sources listing online exploits. The link above is just the listing for Flash (it's pretty comprehensive but at the same time it's virtually impossible to list EVERY possible Flash problem), Out of the 14 pages, you'll notice that Android is mentioned quite frequently in pgs. 11-14 but not pgs. 1-10. That's not because Flash magically became safe to use only for Android, it's just that back in August of 2012 Adobe stopped supporting Flash for mobile and pulled its Flash from Google Play. There are no officially supported versions of Flash for Android after ver 11.1 so every CVE item from pgs 1-10 could include Android as a potential target, while pgs 11-14 document Android only in the items where it actually is included. (Correspondingly note that the Internet is progressively becoming more, not less, hazardous from year to year so the odds are Android with its increased market share this also makes it a broader target for black hat hackers.) Neither Google nor Adobe are updating Flash for Android, it's a matter for any users who want to put it on their Android device to note that he/she is making an active choice to sideload something that increases the chance their device will be compromised. If anything, use Puffin as its server-side Flash leaves it on their end, leaving the user to just be streaming Flash content from Puffin's servers.
