You can. Once you install the latest version of Adobe Flash you can find on your phone you should be able to utilize it using a web Browser such as the Dolphin web browser. After downloading the Dolphin web browser app along also download Dolphin Jetpack add-on that adds features to the browser such as flash player capability and then enable flash in the options.

Yup that should do it.

Manually install on Android devices

Then like said above install dolphin jetpack. And turn on flash in the settings, under web content.
