Easy way. Download Flash Player from the Flash Player Archive - scroll down to the Android section, then look for the latest (highest on the list) one for your version of Android - 4.x or 2.x/3.x. Install it.
Then install Dolphin Browser or UC Browser (Chrome and Internet don't do Flash), and use one of them.
