Is there a way to use the stock FM radio in GSII without headset put in the phone.

The built -in radio requires the headset to be plugged in as this acts as an aerial for it.
If you have Wi-Fi you could use Tune-In Radio, free from the Market. However, it uses data to stream it and I wouldn't recommend trying it over 3G unless you have an incredibly generous, unlimited, data package.
