This is definitely malware.
1) When this issue was brought up in android central forum they removed the item. Try opening a forum with androidcentral stating "Android directory appears on external media"
2) The directories on the external media have no files only directories. If you remove the Android folder from the external media nothing is affected and the directory will re appear.
3) Nothing should access your external media without your permission. the fact that the external media can be removed should tell you this is malware. Where would files be placed if the external media is removed?

I moved your post to the thread I think you intended it for...
1.) I can't speak to AC's policy on posting, but as we've already explained, it's not malware, it's just the way Android was designed.
2.) while there may be no files in the folders at the time you look there most certainly can be while you are using the app that it's created for. You must realize that while you can browse the folders, apps can only access specific locations to prevent one app injecting any malicious code into another apps data. That's why there's not just one universal temp folder that every app would have access to.
3.) the truth is that by installing the app , you've already given it permission to create and access these folders. If you unplug a USB drive from your PC, the whole system doesn't come crashing down. Does this mean that any files the OS creates on that drive are malware? certainly not. The only difference is that Windows or OSX are designed to be browsable file systems, so they generally hide the system temp and volume management files from the user to prevent this exact type of misinterpretation.
