I've been trying to upload a custom avatar but it doesn't appear, at least, not to me. Are the forum scruff allowed to have pix?

Thanks, but those just tell how to set the avatar. I've done that, but it doesn't show on my posts. Is there a post number that must be reached first before the avatar will show? I made a screen shot of my profile settings to illustrate the problem, but that doesn't show in the post, either, so I am inclined to believe it is the forum settings. The image is at:
