I am in the process of transferring apps. data and so on from a Galaxy Note 9 to a Galaxy S21 Ultra

My old phone, The Note 9, had a power mode under battery/power mode mine is set to optimized

I can not find a similar setting on the S21 Ultra. How can I improve the horrible battery time?
Can anyone advise?

go into settings>battery>optimize now

how long have you had the new phone for now?

Go to (on your S21 phone) - SETTINGS > BATTERY & DEVICE CARE > click 'BATTERY' > MORE BATTERY SETTINGS > PROCESSING SPEED. Here you can set to 'Optimized', 'High', or 'Maximum'
