Help Found a lost phone, please help...

Ok so i am new here, one guy i know found a phone Samsung Galaxy J7, now this guy immediately removed the sim card and threw it away, and tried to factory reset the phone, but the phone got locked and is asking for the registered gmail account or phone number, he told me all this, i talked sense to him and convinced him to return it to the rightful owner, now is there anyway if i can unlock the said phone to contact the owner or anyone from his/her contact list. i do not want the hassle of going to the police(i am from india, that part rules itself out). i really wish if there was a way to contact the owner. also i know that doing a hard reset will delete all contacts so that option is not viable either.

Please excuse my ignorance, but why is going to the police a hassle? I'm not from India so I don't know :(
Seems like a bigger hassle trying to break into a lost device to get the owners info than turning it in. :dontknow:
 
If India is like other SEA countries (possibly excluding Singapore) , what would happen is that the phone will just sit in the police evidence box for eternity.

The better option is to turn it over to the carrier, but again if India is like SEA countries, then the phone is 80% more likely to be prepaid bought direct from a phone store not affiliated with any carrier, so thr owner would be difficult to track.
