hey im thinking about upgrading to the droid 3..and was wondering without root is there a safe way to back up my apps and restore them to my droid 3 that will keep the settings?

or should i just start from scratch and manually install everything and set it all up again

You can, in settings, be sure to have Google set to back up. It's not perfect of course but it did remember some settings when I switched. If any apps don't get installed when you activate you can (sometimes) copy them from your Google apps online too. It will show your D1 and your D3, you can install apps from the D1 to the D3 from there. It helped a little being able to do that, some free apps didn't install.

I think the OP is referring to actually restoring the app "data" so for instance your point in angry birds is saved and you don't have to replay all the way again.

OP if that is what your talking about no there is currently not a way to do that. There isn't a way to restore a backup, not to mention restoring a back up on a D3 from a D2 might not even work in general.
