You are in recovery mode. It means that the bootloader has decided that your system software is not usable.
Without knowing how it got into this state it's hard to know what the best solution is. It might involve reloading the phone software completely - how you do that depends on what phone you have.
Conceivably a factory reset (erasing all data from the phone), which you can do from recovery, might do it, but I doubt it - the sort of problem that fixes usually leaves the phone failing to boot properly, but doesn't send it straight to recovery. If you reboot the phone into safe mode (boot while pressing some button - which will depend on what phone model you have) and it boots then a factory reset would fix it. But I suspect that your system software has been corrupted somehow (e.g. an update which failed for some reason), in which case you'll need to reload rather than do a reset.
The "guest questions" interface seems to be down at the moment, but when it comes back if you could post again telling us what phone you have (and whether anything happened before this failure) we should be able to advise on what to do.
