Full internet access for applications

I am looking for a voice recorder application. Why would a voice recorder app need full internet access just to record and play back local content? Having read discussions about permissions I am leary about this permission. Is there a native voice recorder on my Droid X2? If not can anyone recommend a good voice recorder app which does not need full internet access?

I use hi q recorder. No full internet access. It has "create network sockets" or something though.
