Android Question

Hi. I bought a Google Nexus 4 refurbished a few months ago. Everything was going fine except I had issues with GPS. But when I started trying to use Google Now and updating Google Services and after I never received the Jelly Bean update 4.3, I checked and realized my build is not right. I have a debugger version of the OS that I didn't know about. I just want the regular OS!

I'm brand new to anything complicated with Android, so I don't know much, but here is what I do know.

None of my drivers for ADB will work, and Windows 7 64 bit won't use the typical driver because it is not signed. My attempt to flash back to stock failed with the Nexus Root Toolkit because of the driver errors. I even tried flashing stock on the "soft brick" setting. It said it had flashed the system, but nothing had changed. It hadn't even wiped the data from the phone.

I'm at my wit's end with this. Does ANYONE have an idea of what I can do to just get back to stock????

Details:
Windows 7 64 bit system-- tried with Google SDK drivers, Nexus Root Toolkit, etc... nothing has worked for ADB drivers.
