That's either a big honkin' tape measure or that concrete pylon is smaller than I thought...

Looks like a concrete bench, so if it is a tape (measure) then it's likely a cheap 35 footer. No contractor I've been around would leave a good tape like that.
I only guess that the tape measure fell into the form as it was being filled with concrete. There is no other way it would be against the form at that angle that I can imagine.
