Galaxy 10.1 wifi

Old Fart with new Galaxy that he cannot get the browser screen to display the title bar. No way in hell can I get to menu where LABS exists. Want to use "about:debug" so I can get a Windows type browser. Done did this before and now can't. HELP & thanks.
