Help Galaxy Nexus HSPA+ "Unfortunately, System UI Has Stopped" Loop

I was using dodol Wallpaper Maker, an app I've used before without issue, and I went to apply a wallpaper and was given a message alerting me that System UI has stopped. I can push Ok or Report, so I hit Ok. The touch buttons at the bottom are gone, I have no wallpaper, and the notification bar is also gone. Everything else functions fine, except for the fact that the same error message pops back up every 2 seconds or so. I can boot into safe mode, where everything works fine, but after uninstalling the app and changing wallpaper I still can't boot normally without encountering the same problem. I'm running Jelly Bean 4.1.1 on an HSPA+ Galaxy Nexus. Anybody have any ideas?

EDIT: After like 8 reboots it started working again. Problem solved I guess.

I kept trying to reboot...

(Rebooting Alone Did Not Solve My Issue)
