Help Galaxy S3 Notification Problem

I am trying to set a text notification to a specific one that is longer to wake me up at night. It will not go past the default notification. I have tried using other default ones as well as ones from apps and nothing will work. I will have it set on something completely different and it still just uses the default notification ringer. Ringtones for incoming calls will change accordingly just not notifications. Anyone else have this issue?

Not sure if this is the same as you are talking about, but my notifications are cutting off for some of my contacts.

For example, I have the whistle notification and when I get a message from certain contacts, the whistle plays about 1/3 of the way through and cuts off. For others, the entire whistle plays.

I've changed notifications, turned off the phone, and nothing has changed. This just started in the last couple of weeks.
