Galaxy S4 as a 'Mini-Tablet'

I am thinking of purchasing an unlocked Samsung Galaxy S4 SCH-i545 here at Amazon.com. There may be better choices and deals but that's not my question. I like to hike and workout using apps like AlpineQuest. For accuracy's sake and my tastes the device needs a pocket-size footprint, higher end CPU, better memory and sensors like:
"Positioning: GPS, A-GPS, Glonass
Sensors: Accelerometer, Gyroscope, Compass, Thermometer, Gesture, Humidity, Barometer"
So my question is would this phone function like a "Mini-Tablet" with WIFI, apps and sensors operating normally without any cell phone carrier linkage? I understand that if a particular app specifically states it requires cell phone service then it wouldn't work correctly. I don't want to buy it if it won't work and I may or may not make it my cell phone.

Thank you nu2andy. I have an old Boost Mobile Galaxy Precedent that seems to have retained 'tablet-ness' once deactivated as a cell phone, it is at least 4 years old. With all the copyright, proprietary and member-only concepts circulating about I want try to make sure it will work. I am on a limited budget for such things so I can't 'burn it'. I saved the link for reference.

Well to answer my own question to some extent, the old Galaxy Prevail (Precedent) does in fact operate as a 'mini-tablet'. Just had to do a factory reset and not allow any apps to update because of 161 mb Internal Storage limitation. Unless someone posts critical taboo information in the next few days then I will make the purchase soon...
By the way, I had that phone turned off lying in a desk drawer for two years and when I turned it on it showed 92% battery life. Ponder that one.....
