galaxy s4 settings shortcut

Need some clarification.
  1. What do you consider "settings shortcuts"? All system settings are accessed from the Settings (gear) icon. In the case of Samsung devices, they are further split into separate category "pages" (but still accessed via the gear icon).
  2. What device are you referring to? Your title says S4, but your text says S5.
 
Ugh! Stupid keyboard. I mean s5 and I mean the shortcuts on home screen, I used an icon on my home screen to get to WI do settings on my phone. Sorry about all caps. I was angry

Hmm, I understand. I'm not sure how you were doing it before, but if I were tasked with such a request I would either use the built-in "shortcut" function in Apex Launcher (which I use and recommend) or the xShortcut FREE app. Does that help?
 
Pull down the notification center by sliding from the most top to the bottom on the screen of your Samsung S5. Then, you can turn on /off WiFi, WLAN, sound, screen rotation, Bluetooth and more.
 
I use smart launcher. I used to be able to doble tap my settings bubble to get to WiFi hotshot settings. I would hold the bubble, click shortcuts > settings shortcut > mobile hotspot. I also used the app overlays, which I would put a shortcut in from the shortcuts menu. But in the shortcuts Menu, the settings shortcut icon is gone.
