Help Gallery - Upload button not working?

Within the stock ICS Gallery app on my Samsung S3, when I click the upload button (highlighted by the red square in the image below) when viewing an image, nothing happens. This is an old screen shot I was looking at in Gallery. No CPU activity, nothing goes into my picasa dropbox. Am I missing something? Is there something I need to configure for this upload button to work?

Works without setting anything up on mine. I just uploaded a photo to dropbox.
