Does anyone know of a gaming pad or controller that works with the galaxy s4? I have a psx emulater and I can not play with touch screen controls.

If you are rooted you can use the SixAxis app and your PS3 controller, which works really well and allows you to remap the buttons.
A wired PS2 controller will also probably work even without root using an OTG cable.
