My Sphex definitely can't be described as 'smooth' - it's more like the surface on the side of a box of matches that you strike against... nothing like a screen protector. Definitely textured, like coated glass paper.
 
My Sphex came today, and I must say, it is like reinforced paper. It looks good on the desk, but my mouse is really slidy on it, so I'm not sure if I need to turn my DPi settings down, or if I should've gone for something like a Goliathus...
 
I use a Razer Deathadder Black Edition, really smooth mouse. It is not very heavy though. If you are particular about the weight of the mouse, you should look into those mice with the adjustable weights. They will probably run you a bit more than your stated budget, however.
