It looks like if you make them available off line you can copy the text then paste and change it with a local editing app and then upload it later when you get back online but modifying or creating a new document in google docs is not possible if you are off line.
This is what microsoft exchange is all about.
I think the way to go around the editing of the documentation could be done with like the office tools that are available I think they actually sync the document after you edit it so you should be able to do some offline work with those as long as they support drop box or gdrive.
What I want know about Google drive is why does it not like pdf files. If you have a pdf and make it available for offline use you will find that there are numerous problems opening the files. I hope I am not hijacking the thread.
