Hi
I think what you are in need of is a VPN service. It "tunnels" your internet connection to a service on another server. The server could be in any country so you would appear to be there. There are many services offered in Playstore. Many, including imho the best ones, are paid. As well as giving you a presence where you are not, VPNs give a degree of additional privacy on the web.
NB I dont think using a VPN will fool Google into thinking you are somewhere else!
