Root Getting ! when atempting to boot into recovery

I had a force close while installing the velocity rom. I had to reboot but my home button doesn't work. I cannot get into anything, the app drawer, settings, etc. I can mount the sd card. So I need to reinstall velocity but I'm getting an ! when booting into recovery. How do I fix this?
